Materials:
Strong scissors
Toothpicks I used round toothpicks here but have a feeling the square variety is a bit easier to work with, especially for kids.
Glue You never use too much glue so keep a dab on scrap paper and apply with a toothpick.
Embrodery floss in your choice of colors for fleash, hair and clothes.
Step 1: Carefully cut three toothpicks as shown below. Pieces will go flying if you don't hold on to them while cutting, so look out!

Make face: Apply a small dot of glue to the end of your floss (flesh color) and attach it to tip of body toothpick. Do this about 2cm below point and hold for a few seconds to solidify bond. Next wrap around and around creating desired shape. Cut floss and attach with small dab of glue.
I like to make a base first and then slowly thicken the mid section. There's usually a bit of tooth pick point sticking out, so when I'm done I just clip it off. It's a good idea to place a little drop of glue at the top of the head, to keep the floss from unraveling after you do this.
Legs: Dip pointed ends of legs in glue and attch them to body as shown below. Hold them in place for a few seconds until glue has set a bit and then wrap legs tightly with floss for skirt. Always start and finish floss with dabs of glue.
Arms & Body: Wrap body from skirt to neck with floss. Wrap arms with floss and dip points in glue to attach at shoulder as shown below. Wrap shoulder just as you did for legs and skirt.
Hair: Attach hair to head in any style you like. To make curly hair, wrap toothpicks with desired colored floss, dampen with water and let dry. When you remove the floss from the toothpick you'll have tight, lovely curls to cut and glue on however.
Pants: To make pants simply wrap leg pieces first and then glue to body.
